Abstract

This article presents a brief diagnosis on innovation of Brazilian companies, aspects of the regulatory mark, and programs for furthering innovation. Based on that panorama, it advances that the public institutions of technological research should act as articulators of projects involving universities and companies in phases of innovation processes that now lack investment, as it is the case with scaling phases and proofs of concept. Section "Casos do IPT" presents the recent changes in IPT [Institute for Technological Research] so as to work on the proposed model, and two pilot projects. The main conclusions are that Brazil needs models of articulation to take better advantage of the existing support structure and to solve the big national technological problems; and that the institutes need to qualify to be agents in this process.
